National Apprenticeship Promotion Scheme

A Government of India scheme to promote apprenticeship training — delivered end-to-end by BSA as an authorised Third Party Aggregator (TPA).

Objectives

Promoting apprenticeship across India

NAPS is a scheme of the Government of India to provide financial support to establishments undertaking apprenticeship training. It was launched on 19 August 2016.

The scheme promotes apprenticeship training in industries and establishments under a contract of apprenticeship, consisting of On-the-Job Training (OJT) and practical training at the workplace.

As an authorised TPA, BSA enables organisations to outsource their entire apprenticeship activity — so they can focus on their core business while building a skilled talent pool.

Government financial support

Under NAPS, the Government reimburses 25% of the prescribed stipend, subject to a maximum of ₹1,500 per month per apprentice — reducing the cost of building skilled manpower.

Eligibility

Who can become a NAPS apprentice

Education & age

Minimum age of 14 years with a minimum of 5th class pass. For hazardous industries, the minimum age is 18 years, with the educational, technical and physical qualifications prescribed under the curriculum for the concerned trade.

Registration

Apprentices must be registered on the Apprenticeship Portal and hold all the documents necessary for NAPS apprentice registration.

Eligible qualifications

Fresh apprentices from 5th pass to 12th standard, ITI pass-outs (including Dual-Learning Mode), graduates and diploma holders, and those pursuing graduation or diplomas — including all pass-outs from NSQF-aligned courses such as PMKVY and DDU-GKY. Every apprentice undergoing training is a trainee and not a workman.

Government Amendments to the NAPS Act

A more flexible, wider-reaching scheme

Recent amendments have made the scheme more accessible for industry across sectors and geographies, expanding well beyond traditional manufacturing.

  • Organisations can outsource the apprenticeship activity to an authorised TPA
  • Apprentices can be deployed in normal working hours including night hours — no Government approval needed
  • Mandatory engagement of minimum 2.5% (incl. contract strength), up to 15% maximum
  • Qualifications above 5th std: 10th, 12th, ITI, Diploma, Degree and more
  • Apprentices can be deployed from across all states
  • Extended to Healthcare, Finance, Retail, Banking, Insurance, Pharma, Food, Logistics, Education and beyond
Responsibilities of BSA

What we take care of, as your TPA

  • Comply with all statutory compliances as per the NAPS scheme
  • Payment of compensation in case of personal injury to an apprentice by accident during training
  • Arrange the basic training under the Apprenticeship Act
  • Match establishment demand with candidates desiring apprenticeship
  • Ensure uploading of the syllabus with duration on the portal
  • Upload apprenticeship contracts on the portal for registration by the Apprenticeship Adviser
  • Upload the syllabus with course duration on behalf of the establishment
  • Assist the establishment to conduct assessments and issue certificates

Conduct of discipline

NAPS trainees abide by the rules and regulations prescribed by the NAPS agent or the industry where they undergo training.

Remuneration / stipend

As prescribed in the NAPS Act amendment 2025. No deductions are made from the lump-sum stipend, as the contract assures training and does not constitute employment.
